A closer look at the licensing waiver process and how growth is considered

If you’re interested in a casino job and have concerns about something in your past, its important to know this: a past mistake or criminal history does not automatically disqualify someone from being licensed. The Gaming Regulatory Authority (GRA) recognizes that people grow and change, which is why a waiver process exists. This process allows the GRA Board to look at the whole person—not just a record-when making licensing decisions.

What a Waiver Means

A waiver is an opportunity for the GRA Board to review your situation on an individual basis. It allows Band members with previous legal issues to show they've taken steps toward improvement and are ready to move forward.

When reviewing a waiver request, the GRA Board —made up entirely of Mille Lacs Band members- considers things like:

• Time that has passed since past convictions or incarceration

• Steps taken toward rehabilitation and responsibility

• Compliance with court requirements, such as treatment programs or restitution

• Letters or statements from people who know you and can speak to your growth

• Your own written or verbal statement sharing where you are today

This process recognizes that one chapter does not define a whole life.

What's Important to Know

• Each request is reviewed carefully and fairly by the GRA Board.

• Appearing before the Board allows you to speak for yourself and share your story.

• Some situations are not eligible for waiver, and not all waivers are granted at sole discretion of the GRA Board. Eligibility is clearly defined in the Detailed Gaming Regulations (DGRs), and waivers may only be considered when those requirements are met.

Even if you were unsure in the past, rules change, circumstances change, and people change. If you've had licensing issues before, it may still be worth having a conversation.
