Makwa Global is a tribally owned business, 100% owned by the Mille Lacs Band of Ojibwe, that works with U.S. government agencies to generate revenue for the Band and create long-term opportunities for Band members.

In recent months, community members have asked a number of questions about Makwa Global - how it operates, what types of work it performs, and how it benefits the Band. The following information addresses some of the most common questions and provides a clearer understanding of the company's work and role within the Band's economic development efforts.

Is Makwa involved with ICE or Border Patrol?

No. Makwa does not provide services or support to ICE, detention centers, or U.S. Border Patrol in any form. It has never done this type of work and does not plan to. The focus is on projects that align with Tribal values and create opportunities for Band members.

Did Makwa sign a $30 million contract with ICE in Duluth?

No. That is not accurate. The work being done in Duluth is for the Environmental Protection Agency's Great Lakes Toxicology and Ecology Division. This includes construction and building improvements such as labor, tools, materials, and safety equipment.

Are Band dollars being used to fund Makwa?

No. Makwa is not currently receiving Band funds and has not received Band money since June 2022.

How much has the Band invested in Makwa?

Between 2019 and 2022, MLCV invested about $3.39 million to help get the business started. Since then, Makwa has become profitable. In 2025, independent auditors valued the company at approximately $12 million.

Will Makwa provide distributions back to the Band?

Yes. Makwa currently provides distributions once a year, typically in October. As the business grows, the goal is to move to twice-yearly distributions. The first distribution under current leadership was made in 2024.

Who oversees Makwa's decisions?

Makwa operates within the MLCV structure. Oversight is provided by the MLCV Strategy Team, along with board-level involvement.

Who does the CEO report to?

The CEO reports to MLCV's Chief Growth Officer, Zach Atherton-Ely.

How many employees does Makwa have?

As of March 2026, there are about 90 employees. Around 40 are located overseas, with a smaller number based in Minnesota.

How many Band members work at Makwa?

Currently, three Band members are participating in Makwa's leadership internship program. This program provides hands-on experience across different areas of the business, including HR, finance, compliance, contracts, and operations. Participants may be offered full-time roles after completing the program.

Where are Makwa jobs posted?

Open positions are posted on Makwa's website and shared with the Band for distribution. While there have been job open-ings, there have been limited applications from Band members so far. Efforts are ongoing to better share these opportunities and encourage more Band member applicants.

Do employees need gaming licenses?

No. A gaming license is not required. All employees, including interns, are required to complete a background check, and many require or prefer security clearances. About 85% of employees currently hold a Secret or Top Secret clearance.

Is Makwa involved in combat operations?

No. Makwa is not involved in combat operations. Its work supports day-to-day government functions such as training, technical services, and operational support.

Does Makwa have contracts related to data centers?

No. Makwa does not have contracts related to data centers, including Al data centers, and is not pursuing that type of work.

Who are Makwa's main clients?

The primary clients are the U.S. State Department (about 80% of the work) and the Department of Defense (about 20%).

What kind of work does Makwa do?

Makwa supports a range of government programs, including:

• Training and supporting partner countries to improve safety and stability

• Light construction and facility improvements, including work in Duluth

• IT and cybersecurity support, including work related to military systems

• Planning and testing to help government partners safely implement new systems
